By spring 2027, venues and events expecting 200 or more people will need plans for evacuation, invacuation, lockdown and communication. Whether you operate a stadium, shopping centre, community centre or school, you will be required to demonstrate preparedness and train your staff.

What is Martyn’s Law?

Martyn’s Law introduces new legal duties for UK premises and events to prepare for and respond to terrorist threats. The legislation comes into effect in 2027 after a two-year implementation period.

Who has to comply?

Standard duty premises (200–799 people)

Any building or event where it is reasonable to expect 200–799 individuals at one time must notify the regulator and have public protection procedures in place. These procedures cover evacuation, invacuation (moving people to a safe place), lockdown and effective communication. Physical security measures are not mandated, but staff must be trained and plans documented.

Enhanced duty premises & qualifying events (800+ people)

Venues or events expecting 800 or more people must meet all of the standard duties and undertake additional risk assessments and security measures. These organisations will also be required to submit plans for review by the regulator.

When does Martyn's Law come into effect?

Martyn’s Law is the common name for the Terrorism (Protection of Premises) Act 2025. It received Royal Assent on 3 April 2025 and includes a 24‑month implementation period. The law is therefore expected to take effect around spring 2027. It will require venues and events to have plans for evacuation, invacuation, lockdown and clear communication.

The BSI is considering the development of a new British Code of Practice to provide guidance on the use of sound systems for emergency communication in premises where a formal communication plan is required.

The proposed standard would address two key areas where existing guidance is limited or fragmented:

  • Terrorism related emergencies, supporting communication plans required under the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law), including scenarios involving lockdown, evacuation and invacuation; and
  • Fire emergencies in high rise residential buildings, particularly where audio communication systems operate independently of the fire detection and alarm system and where clear, evolving instructions to residents are essential.

The standard would focus on communication outcomes, providing guidance on planning, design, audibility, intelligibility, testing and operation of emergency audio systems, while complementing existing fire, security and product standards rather than duplicating them.
